He is uncaring of legality, decency, mercy or the Constitution in his self appointed missiion of ridding the world of Powers. He is highly reminiscent of the divisions from the X men comic books, who are also involved in illegal, and immoral experiments aimed at hurting, and controling people with special powers. He is especially similar to X men character Stryker.
